A special wind region, on the county’s own list

Riverside County Building & Safety names Palm Springs in the special wind region list in its July 2021 design-load handout, together with North Palm Springs and Desert Hot Springs to the north. That document cites 130 mph for Risk Categories I and II at Exposure C, against 100 mph outside the region. Confirm current site-specific criteria before specifying fastening, edge metal or tile attachment.

  • 02

    Nearest the pass

The USGS describes wind-blown sand moving east out of the San Gorgonio Pass, most actively from April through June, and Palm Springs sits at the valley end of that pass. Sand and grit wear exposed coatings and collect at drains, scuppers and the low edges of flat roofs. Assess that wear alongside age and installation condition rather than treating every abraded surface as a failure.

  • 03

    Heat on a flat roof

The cited climate record averages about 115 afternoons a year at 100 °F or more, with a record high of 124 °F. A flat roof takes that sun all day, so coatings chalk and thin, sealants harden and flashings move. Inspect the coating thickness, seams and penetrations, not only the color of the surface, before deciding how much of the roof needs work.

  • 04

Rare rain, sometimes all at once

Palm Springs averages 4.93 inches of rain a year, but the wettest rain year on record, 1926–27, brought 17.68 inches, 10.22 of them in three February days. A low-slope roof that rarely sees water can still hold a defect for years. Ponding marks, blocked scuppers and stains at the base of parapets are worth checking before the storm, not after.

Mid-century flat and low-slope roofs

Palm Springs is known for mid-century modern houses, including more than five hundred Alexander Construction Company homes in Racquet Club Estates. Many of these designs use flat or very low-slope roofs, where drainage, edge detail and the condition of earlier coatings decide how the roof performs. Establish the existing layers and how water leaves the roof before choosing between recoating, foam or a new assembly.

Historic designation and visible changes

The city has a long preservation tradition, and some homes, including Donald Wexler’s steel houses, carry historic designation. On a designated or architecturally significant property, the roof profile, fascia and edge metal may be part of what is protected. Confirm any review requirements with the city before specifying changes that alter the roof’s visible lines, thickness or materials.

Estate neighborhoods from the 1930s

The Movie Colony, Las Palmas and Tahquitz River Estates began building out in the 1930s, decades before the tract development elsewhere in the valley. Houses there may carry clay tile, additions with different roof systems and several generations of repairs. Check the transitions between old and newer sections, where materials and slopes meet, as closely as the main roof surface.

Reservation land inside the city

More than ten percent of Palm Springs is Agua Caliente Band of Cahuilla Indians reservation land, laid out in a checkerboard of alternating sections, and much of it is held on long-term lease. On a leased or reservation parcel, confirm which authority’s permit and inspection requirements apply, and who must approve the work, before the project is scheduled.

Local building patterns help guide an inspection. Your roof’s actual condition, materials and repair history determine the recommendation.

Climate zone 15

Both 92262 and 92263 and 92264 fall in California building climate zone 15. Climate zone, building type and roof slope help determine the energy requirements for a proposed roof. California’s climate-zone rules do not apply to our Arizona service region.

Cool roof requirements

California’s 2025 Energy Code took effect January 1, 2026. Cool-roof requirements vary by building type, climate zone, roof slope and project scope. Check the applicable path and the product’s CRRC rating before choosing a roof surface.

A single reflectance or SRI threshold does not apply to every roof. Confirm the current requirements and any exceptions with the building department.

Wind

Riverside County Building & Safety names Palm Springs among the communities lying inside an ASCE 7 special wind region in its July 2021 handout. That document puts the gust there at 130 mph for Risk Category II, Exposure C, against 100 mph in the parts of the county that are not. Wind load rises with the square of the speed, so that is about 69 per cent more load — carried by the fastenings, the perimeter and the edge metal.

The county wind handout cited here is revision 07/2021, based on the 2019 California Building Code and ASCE 7-16. Its figures explain the cited document; they are not a current site-specific design calculation. Confirm the governing code edition and design criteria with the building department.
